As the guard scurried away, Kaelen paused before a full-length mirror in an alcove. He removed his coat, revealing a waistcoat of deep violet silk, and unbuttoned his cuffs. "Matters of state or matters of curiosity?" King Lucian asked, his gaze sharpening. "The scent of humanity clings to you stronger than usual, even for one who occasionally patrols the border zones."

"And what did you discover?" The King leaned forward slightly, his interest piqued despite his attempt at disinterest.

"A hunter?" King Lucian's brow furrowed. "What interest would a hunter have in an illegal blood market?"

"That remains to be seen, Father," Kaelen said, his voice measured. "But I believe her investigation may intersect with mine. She possesses remarkable skill and an unusual immunity to vampire venom."

"Immunity?" The King sat back, a flicker of something like concern crossing his features before being masked by his usual impassivity. "Such anomalies are dangerous. They attract attention they cannot handle."

"As do princes who consort with hunters," a smooth voice interrupted from the shadows near the chamber entrance. Vespera Bloodshade glided into the room, her black hair flowing like liquid night, her red eyes fixed on Kaelen with unnerving intensity. Her gown of deep crimson and black silk whispered against the marble floor as she moved, each step calculated to draw attention.

"Vespera," Kaelen acknowledged with a slight bow. "I trust you are not here merely to comment on my social calendar."

p>"Merely concerned for the future of our kind," Vespera replied, her voice like honey laced with venom. "While you chase hunters and play detective in the human districts, the Council grows restless. The disappearances continue, and the Treaty's boundaries are being tested."

"The boundaries were meant to be tested," Kaelen countered, his voice gaining a slight edge. "The Treaty is a fragile truce, not a prison. If we are to coexist with humans, we must understand them, not merely contain them."

"Coexist?" Vespera laughed, a melodic sound that held no warmth. "You speak of ideals while our people grow weaker from rationed blood. The humans see our restraint as weakness, Kaelen. They see it as an invitation to encroach further upon our territory."

"The humans are not our enemies, Vespera," Kaelen said, his voice dropping to a near whisper that nevertheless carried weight in the cavernous chamber. "They are simply trying to survive in a world we designed to favor ourselves."

"A world we designed with our power!" Vespera's voice rose slightly, her eyes flashing. "We built this city with our strength, our immortality, our very essence! And now we are to apologize for it? To beg for scraps from their tables?"

"Enough," King Lucian's voice cut through the rising tension like a blade. "This council was convened to discuss the rogue vampire, not philosophical debates about the Treaty." He turned his gaze to Kaelen. "What have you learned about this hunter, Serena Cross?"

p>"She is skilled," Kaelen admitted. "More than the average hunter. She carries a silver locket with a symbol I've seen in ancient texts—something about balance between species."

"The rogue takes only criminals," Kaelen said. "And only what it needs to survive, not with the brutality typical of uncontrolled feeding."

"As you wish, Father," Kaelen bowed slightly, though his violet eyes remained defiant. "But I caution against treating Serena Cross as merely an asset. There is more to her than meets the eye."

"And what lesson might that be, Vespera?" Kaelen asked, though he already suspected the answer.

Before Kaelen could respond, King Lucian rose from his throne, the movement causing the assembled vampires to bow their heads in respect. "This council is adjourned. Kaelen, you will continue your investigation. Vespera, you will oversee the protection of our borders. The rogue must be found before it causes an incident that destabilizes the Treaty."

"As you command, Your Majesty," both vampires responded in unison, though their tones differed markedly.

As the Council members filed out of the chamber, Kaelen lingered, his thoughts troubled. Vespera's words echoed in his mind, mixing with the memory of Serena's sharp hazel eyes and the unexpected connection he felt when their hands had brushed during their encounter in the Lower City.

"Brooding already, Kaelen?" Elara Moonshadow's gentle voice came from a shadowed alcove where she had been observing the proceedings unnoticed. "The weight of the world rests heavily upon your shoulders, young prince."

"Elara," Kaelen nodded in greeting. "I did not see you there."

"The best observers are rarely seen," Elara said, emerging into the dim light of the chamber. Her elderly form was draped in deep blue and purple robes, and she leaned slightly on her ancient staff, which seemed to hum with contained power. "You carry the scent of humanity with you. More than usual."

"I encountered the hunter, Serena Cross," Kaelen admitted. "And an illegal blood market in the Lower City."
